Executive Management
Patrick Hylton, A.C.I.B., B.B.A. C.D.

Patrick Hylton first received local and international acclaim when he was appointed a leading role by the Government in the rehabilitation of the Jamaican financial sector during the mid 1990s. The wealth of his experience in all facets of the financial services industry led to him being named the Managing Director of FINSAC for five (5) years, where he had responsibility for the re-structuring and divestment of intervened financial institutions and the acquired assets. His successful completion of that undertaking culminated in the national award of the Order of Distinction, Commander Class, being bestowed on him by the Prime Minister and Governor General of Jamaica in 2002.
In 2002 he joined the island’s largest commercial bank, National Commercial Bank Jamaica Limited (NCB), as the Deputy Group Managing Director, where his responsibilities included the Bank’s investment and insurance subsidiaries. On December 1, 2004 Mr. Hylton was appointed the Group Managing Director of NCB and since then he has led the organization to achieve record growth in profitability.
Complementing his strategic business acumen and an empathetic but firm leadership style, are his academic achievements as an Honours Graduate in Business Administration and as an Associate of the Chartered Institute of Bankers (ACIB) London. He is the President of the Jamaica Bankers Association and in addition to being a Director of NCB, Mr. Hylton is the Chairman of Harmonisation Limited and sits on several boards including the Caribbean Information and Credit Rating Services (CariCRIS).

Dennis G. Cohen, F.C.A., F.C.C.A., B.Sc.
Deputy Group Managing Director |
Mr. Cohen joined NCB in 2004 as Group Chief Financial Officer after a decade of
experience gained at Citibank N.A. Jamaica, including serving as Country Treasurer
for the local branch and its affiliates. He also served as head of Citibank's Relationship
Management Group. Prior to commencing his career in Banking, Mr. Cohen was employed
to PricewaterhouseCoopers as a Senior Accountant.
A
Chartered Accountant by profession, Mr. Cohen has served in the local banking
industry for almost thirteen years.

Rickert Allen, FCIPD, M.Sc. dist, B.A.
Senior General Manager, Group Human Resources Division |
Rickert Allen is a leader in human capital management with over 20 years of experience gained in the bauxite and alumina and financial services industries. He possesses a proven track record in organizational diagnostics and design, workforce analytics and planning, change management, industrial relations and occupational safety and health administration.
Mr. Allen is a Chartered Fellow of the Chartered Institute of Personnel Development and an executive member of the Jamaica Employers Federation. He is also Vice Chair of the Jamaica Business Council on HIV/AIDS.

Septimus "Bob" Blake
General Manager, Treasury & Correspondent Banking |
Mr.
Blake joined NCB in March 2002 as Manager - Asset Trading with responsibility
for the management of the Bank's investment portfolio. He was subsequently
promoted to Assistant General Manager in February 2003 and given responsibility
for the tactical management of interest rate, liquidity and foreign exchange
risk. He has been the head of the Treasury & Correspondent Banking Division
since June 2004. In his present role he is also responsible for the management
of local financial institution and correspondent banking relationships.
He
has over a decade of experience in the financial services industry, and
has received professional training in asset/liability & risk management
both locally and overseas.
He
is a member of NCB's ALCO (Asset & Liability) Committee and serves on the
Investment Management Committees of NCB Capital Markets Ltd and NCB Insurance
Company Ltd.

Courtney Campbell, B.Sc., A.C.I.B., M.B.A.
General Manager, Retail Banking |
Courtney
Campbell started at NCB as a Management Trainee and worked as a Credit Officer,
Account Manager in Corporate Banking and Branch Manager, before being assigned
to head the Retail Banking Division in 2001. He has served in the financial
sector for over 18 years.
Mr.
Campbell holds an MBA with Distinction in Finance from the University of
Manchester and a B.Sc. in Management Studies from the University of West
Indies. He is a member of the Board of Management of the Knox College and
Chairman of the Evangelism & Growth Committee of Webster Memorial United
Church. Mr. Campbell is a member of the Synodical Committee of the United
Church of Jamaica and the Cayman Islands.

Major
Campbell's career in the private sector spans fourteen years, some of which
ran concurrently with a nineteen year career in the Jamaica Defence Force
where he served as an Officer in various engineering management posts. A
Mechanical Engineer by training, Major Campbell worked with the Jamaica
Public Service Company in the capacity of Station Manager, and at the Jamaica
Private Power Company as Production Manager before his appointment at the
EAL/ERI Cogeneration LP power company as General Manager in 2003.
He
joined NCB as the Head of the Projects Administration & Services Division
in April 2004, with responsibility for all asset management, procurement,
security and project management services for the NCB group of companies.
He
holds a Bachelor's Degree in Engineering from the Royal Military College
of Science, Cranfield in the United Kingdom and an Executive MBA from the
University of the West Indies.

Yvonne Clarke, F.C.C.A., M.B.A.

Yvonne
Clarke is a Chartered Accountant with over 20 years experience in audit
and accounting. Prior to joining NCB in 2000, she worked at PricewaterhouseCoopers
where she gained experience in Assurance and Business Advisory Services.
Mrs.
Clarke holds an MBA from the University of Manchester. She is a fellow of
the Association of Chartered Certified Accountants (ACCA), the Institute
of Chartered Accountants of Jamaica (ICAJ) and a member of the Accounting
Standards Committee of the Institute of Charted Accountants of Jamaica.
Mrs. Clarke is also Chairperson for the Jamaica Bankers Association Anti-Fraud
Subcommittee.

Jennifer Dewdney Kelly, B.A.(Hons.) Law

Jennifer
Dewdney Kelly is an Attorney-at-law with over 19 years experience in the
legal profession. Before joining NCB in 1989, she worked in a private law
firm. Prior to her present assignment, she held the positions of Assistant
Legal Officer / Assistant Company Secretary and General Council/Company
Secretary.
Mrs.
Dewdney Kelly holds a B.A. (Hons.) Law degree and is a member of the Jamaican
Bar Association.

Sheree Martin B.A., M.B.A.
Senior Assistant General Manager, Group Marketing and Communications Division |
Mrs. Martin joined the National Commercial Bank Jamaica Limited fifteen years ago, after working at PRO Communications Ltd. where she was first exposed to advertising and marketing communication. She joined NCB as a Management Trainee and gained experience in all areas of commercial banking and credit before being assigned various supervisory and management roles NCB's Marketing and Human Resource departments. She joined the Retail Banking Division as Manager, Personal Banking in 2001 and was later the Manager, Customer Service & Marketing in 2003. In July 2004, Mrs. Martin was promoted as the Head of the Group Corporate Communications Division. In June 2007, she was promoted to the post, Senior Assistant General Manager, Group Marketing & Communications.
She holds an MBA with Distinction in Banking & Finance and a B.A. Degree in Language & Literature from the University of the West Indies.
Mrs. Martin is the C.E.O. of the N.C.B. Foundation. She is also a Director of Universal Access Fund, as well as a Director of the Board of Spectrum Management Authority Ltd. and Chairman of its Audit and Finance Sub-Committee.

Marjorie Seeberan, B.Sc., M.B.A.

Marjorie
Seeberan is a well-respected banking professional, with over 25 years experience
which includes her assignment as Senior Vice President of Corporate Banking
and Corporate Finance with JP Morgan Chase (formerly Chemical Bank). Prior
to joining NCB in 2002, she was an Executive Director of the University
of the West Indies' (UWI) Business Development Office.
Mrs.
Seeberan holds a B.Sc. in Economics and an MBA in Finance. She is a Director
of The American Foundation of the UWI.

Christopher Williams B.Sc. M.B.A.

Christopher
Williams joined NCB Capital Markets in January 2004 as Deputy Managing Director,
after acquiring over ten years experience in banking & investments from
senior management positions held in Dehring Bunting & Golding Ltd., Knutsford
Capital Merchant Bank and Manufacturers Merchant Bank. He served as Consulting
Analyst at KMPG Peat Marwick for two years before pursuing his career in
the financial sector.
In
September 2004, he was appointed Managing Director of NCB Capital Markets
Limited. Mr. Williams holds a BSc. in Accounting from the University of
the West Indies and an MBA in Strategic Marketing and Finance from the York
University in Canada.

Allison Wynter J.P., C.F.A., F.C.C.A., M.B.A., M.Sc., B.A.
General Manager - Credit and Risk Management |
Allison Wynter has been employed to the Bank since 2003 and currently serves as General Manager - Credit &Risk Management Division, having worked in the local financial services industry for some ten years.
Prior to joining NCB, she held the position of Risk Manager at Jamaica Money Market Brokers Limited, a local Securities Dealer. Prior to commencing her financial services career, Ms Wynter was employed to PriceWaterhouseCoopers in the post of Senior Audit Manager.
Ms. Wynter is a Chartered Accountant and a Chartered Financial Analyst, who also holds an MBA in Finance from the University of Manchester, a Masters in Accounts and Bachelor of Arts (Hons.) degree from the University Of The West Indies.
She is a member of the Accounting Standards Committee of the Institute of Chartered Accountants of Jamaica.

Dave Garcia LL.M, LL.B (Hons.)
General Manager - General Counsel & Special Projects |
Mr. Garcia is responsible for providing the Bank and its subsidiaries with general advice, leadership and direction on all legal and regulatory matters. He is charged with overseeing the operations of the Organization’s General Counsel Division and guiding the Group’s legal strategy in its drive towards becoming the most dominant financial institution in the region. His role also encompasses interaction and communication with External Counsel acting on behalf of the NCB enterprise.
A former Partner at Myers, Fletcher & Gordon (MF&G), Mr. Garcia possesses a wealth of experience in civil litigation with an emphasis on banking, employment and industrial relations, corporate and commercial matters. He is also experienced in tax and telecommunications disputes. He is currently a Director; and was formerly Chairman of the Conduct Review Committee; Member of both the Audit Committee and Investment and Loan Committee for NCB Insurance Company Limited.
He was called to the Bar in 1998 and is a graduate of the Osgoode Hall Law School, York University, having obtained a Master of Laws Degree for studies in Corporate Law. He was awarded a Bachelors of Laws Degree from the University of the West Indies and a Legal Education Certificate from the Norman Manley Law School.
Mr. Garcia has been the recipient of several academic scholarships and awards, including the Jamaica Scholarship and the Carreras Post-graduate Scholarship. He continues to contribute to the development of legal education in Jamaica, by lecturing at the Norman Manley Law School.
Mr. Garcia is married with two children
